Planning Department 

Greg A. Beliveau, AICP, CEO
Mr. Beliveau, AICP, is the CEO of LPG Urban & Regional Planners, Inc. and Principal Planner.  Mr. Beliveau is a registered member of the American Institute of Certified Planners (#9836) and has over 34 years experience providing land planning services to the public and private sector.  He has significant experience in the administrative field serving as Assistant City Manager of Leesburg for 4 years prior to moving to the private sector.  Mr. Beliveau holds a Bachelor of Arts and Master of Science in Public Administration from Florida State University.  He is a member of the American Planning Association, the American Society for Public Administration, and the Florida City and County Management Association.  Mr. Beliveau has supervised the creation of comprehensive plan, comprehensive plan amendments, land development regulations, and local government support assistance to over 14 local governments at both the city and county levels.

Tiffany Kapner, AICP, Planning Manager
Ms. Kapner, AICP is a registered member of the American Institute of Certified Planners (#023082), possesses a Bachelor of Science degree in Horticulture and Landscape Design and a Master of Science degree in Water and Soil Science, and has over 7 years experience in the planning field working with both private and municipal clients.

Landscape Architecture Department 

L.R. Huffstetler, ASLA
Mr. Huffstetler is state registered to practice Landscape Architecture (#0000744), possess a Bachelor of Landscape Architecture degree, is a member of the American Society of Landscape Architects, and has over 28 years of experience in planning and site design, including playground development, golf course design, streetscape planning and implementation, planting design, hardscape design and implementation, and irrigation design.  Mr. Huffstetler is also a state certified General Contractor (#1505976) and is familiar with construction materials, processes, and source availability of site furniture and other amenities that are commonly used in urban development. 

Geographic Information Systems (GIS) Department 

Daniel Ludwig, GIS Analyst
Mr. Ludwig is a GIS Technician and CAD Designer with more than 10 years professional GIS experience including GIS mapping, analysis, data base design and management along with over 12 years experience with AutoCAD and a variety of extensions involved with all aspects of site design/planning for both commercial and residential development, landscape and irrigation design as well as graphic presentations.
